
GCC 4.0: Which Work Should a GCC Actually Own?
Every enterprise activity falls into one of four broad categories.
First, some work creates competitive advantage. This includes product engineering, advanced analytics and cyber security. Capabilities that headquarters increasingly depends upon. These functions build institutional knowledge and strengthen the enterprise over time. They are the responsibilities that should expand within a mature GCC because their value grows as expertise accumulates.
Second, standardized operational work. Example includes finance operations, procurement support and payroll administration. These remain essential because the business cannot function without them. yet they rarely differentiate the enterprise. The objective here should be standardization, simplification and automation. Their value lies in operational excellence rather than strategic differentiation.
Third work being reshaped by technology. Many repetitive, rules-based activities that once justified large teams are now candidates for intelligent automation. Artificial intelligence is reshaping these responsibilities, reducing manual effort while raising expectations for governance and quality. Organizations should redesign these responsibilities before committing further investment
Finally, work that no longer creates meaningful value. These are activities that continue only because they have always existed or because reporting structures protect them. Reports nobody reads, approvals that add little value, reconciliations that duplicate information, or governance disconnected from outcomes. Such responsibilities consume resources without strengthening the enterprise. They should not be migrated, expanded or automated-they should be eliminated.
Designing a GCC around process mapping
Designing a GCC around enterprise outcomes requires leaders to understand the work before they decide where it belongs, who should perform it or whether it should exist at all. Only by examining how work flows across the enterprise can organizations distinguish strategic capabilities from transactional activities, identify duplication, determine what should be automated and eliminate work that no longer creates value.
This is precisely why process mapping has evolved from an operational documentation exercise into a strategic capability. It is no longer optional. It provides the clarity required to build GCCs designed around enterprise value rather than organizational structure.
A GCC designed around enterprise outcomes starts from a different question. Instead of asking where work can be performed at lower cost, leadership asks what capabilities the enterprise will require over the next five to ten years. Those capabilities become the foundation of the operating model.
Role in governance
Designing around outcomes also changes the role of governance. As strategies evolve, governance should regularly ask whether capabilities need to expand, be redesigned, automated or be retired altogether.
Future-oriented organizations will increasingly measure capabilities instead of activity. They will evaluate how quickly decisions are made, how effectively knowledge is reused, how much work has been standardized, how automation has improved quality and how the GCC contributes to innovation, resilience, customer experience and business growth.
